No Code of Conduct ordinance was adopted. On July 28 the Council voted 4–0 to correct these minutes to add a statement from Mayor Palmer describing comments she said were made about her at a Texas Municipal League event. This is a statement entered into the public record, not an independent finding of fact by the Council. Readers should treat it as an on-the-record statement and avoid drawing conclusions from it; the full wording is in the approved minutes in the packet.
Closed session (Items 8–12) covered the Halff & Associates litigation (Fort Worth water project), the Beall-Dean Ranch annexation suit (CV26-0175), Charter legal issues, the Police Chief position, and the City Manager agreement. The Council took no action after reconvening. Mayor Palmer requested that the City Manager’s contract be made public and posted online.
